This one is on Monument Island. Before you meet Elizabeth, you walk through a bunch of empty science and monitoring rooms. Eventually you reach a larger room filled with speakers that are buzzing with power, with a desk in front of you that has an audiolog on it. Above the desk is a chart of Elizabeth's power levels, and under the chart is an infusion.
